Kitsap Alliance Letter on Buffer Science 03-06-2012

This letter supplements our letter of May 13, 2011, which explained in detail why the county’s approach to shoreline residential buffers is fundamentally flawed. Specifically, this letter provides comments on the recently revised SMP Handbook Chapter 11 issued by the Department of Ecology; comments on Kitsap County’s draft Technical Memorandum for Proposed Kitsap County SMP Buffers; comments on the specific topic of whether buffers are actually required for pollutant filtration in residential settings; comments on the credibility of the County’s scientific and technical information, including the use of the peer review process; and comments on the legal rights of property owners.
