3 residents accuse Poulsbo of violating rules in planning changes

A petition filed by three Poulsbo residents accuses their city of violations during its comprehensive plan amendment process. Rita Hagwell, Jan Wold and Molly Lee filed a petition with the Growth Management Hearings Board last week.

The annual comprehensive plan amendments, which included various text amendments, redesignation and rezoning property and the adoption of a long-range trail planning document, was passed in May.

The petition alleges the city failed to follow Growth Management Act rules during its comprehensive plan process in three ways:

  • Not properly considering the private property rights of landowners.
  • Not giving enough notice for public participation,
  • Failing to consider conservation or protection measures for area fish and wildlife.
